Where these characters come from

General Punctuation collects the marks that ASCII lacks — proper dashes, curly quotes, ellipses and editorial signs such as the dagger and pilcrow. These exist so that typographically correct text can be written without markup.

How reliably they render

Essentially all of it renders everywhere. This is the safest set on the site, and using the correct dash or quote character costs nothing in compatibility.

Questions

Is it worth using proper dashes and quotes?
Yes, and it costs nothing in compatibility — these characters render everywhere. An en dash for ranges, an em dash for asides and curly quotes for speech are what typographers use, and the correct characters are as portable as ASCII.
What is the difference between a hyphen, en dash and em dash?
A hyphen joins words. An en dash spans ranges, as in pages 10–20. An em dash marks a break in a sentence — like this one. They are three separate characters with three separate jobs.
